“The UID project is really for the huge number of people who are outside the system. For the poor, this is a huge benefit because they have no identity, no birth certificates, degree certificates, driver’s licence, passport, no address. There are 75 million homeless people in this country, 75 million tribals. So if we are able to help them get the number then we can actually empower them,” Nilekani says.

Mobile IDdevices herald next generation of biometric gadgets

These devices gather, process and transmit an individual’s biometric data, which includes fingerprints, facial and iris images.

Identities can be determined quickly without having to take a subject to a central facility to collect his or her biometrics, which is not always possible.

A new body will give all Indians UID- based smart cards with their personal details embedded in them. Even infants will have tag numbers, and will get smart cards in due course.
The permanent identifiers will be place of birth, date of birth and name of parents.
A gazette notification will soon be issued to set up a national UID authority under the Planning Commission.
The headquarters for the mammoth project will be in Delhi with offices in all states and Union Territories.
When in place the proposed UID system, which has parallels in developed countries, would be the world's largest database of citizenry. China has a bigger population, but the system of identification of citizens followed by it continues to be under wraps.

Every Indian will soon be numbered. The government has prepared the ground for what could be the world's biggest project to provide unique identification (UID) numbers to citizens.

Unique Identification  Number UIN
may be mandatory

New Delhi, Oct 17 (PTI)
The 16-digit Unique Identification number that the government proposes to give you could become mandatory for opening a bank account, getting your passport or even your driving licence, among others.

The Unique Identification Number (UID) scheme, which is expected to roll out the first number in 12-18 months, however, will not confer on anyone any rights, including citizenship, Unique Identification Authority of India (UIDAI) Chairman Nandan Nilekani said.

Stressing that the UID at present is completely voluntary, Nilekani, the Infosys co-founder who quit the IT firm to head the ambitious government project, said the number will become "pervasive and ubiquitous" in future.-ptinew

Fingerprinting scan during 2011 census for UID scheme

New Delhi, Oct 16 (PTI) All your 10 fingerprints may be captured or an eye scan done during the upcoming 2011 census that will come in handy for the ambitious government project which aims at giving a unique number to every resident in the country.

The Unique Identification Number (UID) scheme, which is expected to roll out the first number in 12-18 months, will be first conferred on the beneficiaries of the the centre's flagship programme under the NREGA (National Rural Employment Guarantee Act).

But the specific 16-digit number, which will be unique to an individual, will not confer on anyone any rights including citizenship, Unique Identification Authority of India (UIDAI) Chairman Nandan Nilekani said.

He said "several thousand crore" will be required to fund the scheme but details of who exactly will do the financing are yet to be finalised.

"The Unique Identity number will be supported by biometric authentication which means that fingerprints and photographs of more than a billion people will be taken and saved ,when they are registered for the number. In fact, the online information will be the biggest such national database in the world. The numbers will be saved online and assist in instant online authentication of the identity of every Indian."
Nandan Nilekani Calls For A Policy On Privacy

"The issue of privacy came up when Nileknai was asked about data related to confidentiality of database of the proposed UID Authority, while addressing the civil society members working on NREGA.

When asked about the secrecy level of the personal details in the database, he mentioned that access to the UID database is restricted and verifications will be done by means of UID numbers, which will only be limited to confirming the genuineness of one's identity." source

North Jakarta Mobile ID Card Service Eyes Elderly Citizens

North Jakarta Municipal Administration will focus on the elderly in its upcoming mobile ID card service to be held on Saturday (2/27), considering the residents commonly reluctant to process or extend their ID cards are the elderly, said head of North Jakarta population and civil registry agency (dukcapil), Edison Sianturi.

We will prioritize on the elderly, particularly those who are no longer able to move away from their homes because of illnesses,” said Edison Sianturi, Thursday (2/25).

According to him, the elderly having had life-time ID cards are mostly reluctant to process their ID cards; whereas in fact, old ID cards bearing local-citizenship identity number (NIK) must be renewed.

Now, all ID cards must bear national-NIK. So, the old ones must be updated. The national ID cards are required for various formal applications such as banking and pilgrimage processes, "he continued.

After all of our scheduled programs are done, we will conduct raids on ID cards to net citizens holding no ID card. Stern actions will be imposed on the offenders, "said Edison.

Muslims in Arakan state get Temporary national ID cards

As occurred prior to the may 2008 constitutional referendum, local authorities are reportedly going door to door issuing temporary national IDs to adult Muslims in some townships in Burma’s western Arakan State.  Arakan is home to a large Muslim Rohingya minority many of whom are denied Burmese citizenship despite having lived in Burma for generations.

Since mid February staff from the Burmese Immigration and Manpower Department have issued ID cards at a fast pace to people in Rethe Taung, Buthidaung and Maungdaw Townships.

"We visited all homes in our township in groups. We checked the Immigration Form 10 (family registration form) and updated the forms with current family members. And we issued national ID cards to all who have attained 18 years of age", an Immigration staff from Rethe Taung Township told to Mizzima.

MD. Mahabue from Taung Pyo, Maungdaw Township said, "I got my new ID card only on the 19th of this month. This ID states that it is a 'Temporary ID', race as 'Bengali' and religion as 'Islam'".
